The meeting was called to order by Chairman Eslick at the
Clubhouse at Rapallo at 1:30 p.m. A quorum was present.
Fifty-six people were in attendance representing twenty-one
communities and four community wide organizations. Six guests,
including the press were present.
Guests and New Members were introduced.
Mayer Berg was introduced as the alternate for
Belle Lago. Jerry
Masters was present, representing
Coconut Shores
and Becky Wenninger; a possible alternate member represented
Rapallo. Barb Akins
introduced Bipin Patel as a representative from
Bella Terra. He
along with Sam Person and Mayor Berg of
Belle Lago were
approved as new members.

The minutes of the
March meeting are available online at www.esterofl.org. The
minutes were approved and accepted with no corrections.
Treasurer’s Report
Chris Smith reported a cash balance of $1,838.85. Total
income was $400 from dues. Expenses totaled $1,429.00 with $175
going to Papyrus, our webmaster, and $1,254.00 for D & O
Insurance. The treasurer’s
report was approved as submitted. It was pointed out that
ten communities or organizations have still not paid their 2006
dues.
Estero Leadership Social & Raffle
Jim Ramsburg brought the audience up to date on the
preparations for the social on April 17th from 5:30 to 7:00 at
Country Creek. Raffles and prizes were discussed.
Arts in Estero
Frann Wagner reported about the preparations for the Arts in
Estero event to be held on Saturday, April 8 at the Coconut
Point Hyatt Resort from 9:00 to 1:00. Entertainment, that
started out slowly has progressed to three hours of varied
entertainment. The purpose of the day is to help the new arts
organizations in Estero get established, get their information
out to the public and also get interested volunteers signed up
at their displays. Colonial Bank and the Hyatt were thanked for
underwriting the day. Their name will be used on the handouts
and any other signage.
JED Vision for Estero
Brad Guarino, Development Manager for the D’Jamoos Group,
gave a report on their four developments in Estero. They have
150 acres planned for development. All of their plans are
projected for completion by 2008.
Corkscrew Palms
is a thirteen acre project, with a total of nine, one, two and
three story buildings totally 130,000 square feet located near
the entrance to the Estero Community Park. Architecture, site
location and landscaping are areas the D’Jamoos Group feels are
important and adhere to the Estero design requirements. Their
Plaza del Sol
project is on the northeast corner of Three Oaks Parkway and
Corkscrew Road. It will include 53,000 square feet of commercial
and retail space. This project is planned as a unique
neighborhood destination with a streetscape feel to it with
shaded spots to relax in, including outdoor dining.
Coconut
Crossings is a 46 acre parcel on the northwest corner of
Coconut Road and US 41. The development will include commercial
space, condominiums and retail. Their guidelines will include
upscale retail to complement what will not be found across the
street at the Coconut
Point Town Center. It is designed with a main street setting
visible from U.S. 41.
Estero on the
River will be eighty-five acres developed on the northeast
corner of Corkscrew and U.S. 41. Some of this property was
originally part of the Koreshan property. There will be homes
and condominiums plus a walk able “street scene” retail area.

Estero Fire Rescue
Jim Clarke will be leaving the
Fire District this month. Fire
Chief Jeff Lindsey told the meeting about the march that will
take place on Monday in downtown Fort Myers in support of
Hispanic workers. He told of the preparedness of the necessary
personnel for this march, expecting 50,000 people.
An Open House will be held at the
Coconut Point Fire Station
on Saturday, May 13th. A Heart Start AED, automated external
defibrillator, will be placed in every vehicle of the Estero
Fire Rescue department. Many services and educational programs
are offered by the EFR. Jim passed out some brochures about
their programs.
U.S. 41 Roadway Landscaping Design
Brian Traylor of Wilson Miller landscape designers gave a
presentation showing the future planting in the median along
U.S. 41 from Bonita Springs to Corkscrew Road. This project has
been underway for three or four years. Since the original plan,
the trees chosen have had to be of a smaller size, despite
several County appeals, because of the FDOT rule requiring such
trees on road designed with a fifty miles per hour speed limit.
Plantings and faux brick paths will be used to improve the site.
Under plantings will be added for interest. Installation is
targeted for the fall of 2006.

Code Enforcement
Sam Levy reported that the persons placing signage around
Estero are getting cleverer. The temporary signs had been placed
in wire frames in the ground, but now they are tacking them to
light posts very high so that it is more difficult for code
enforcers to reach them to take them down.
Senate Bill 1846-Free Standing Emergency Centers
Sam reported that 2000 people have signed
the petition in
Estero and this has been recognized by the Senate sponsor of SB
1846. The legislation looks like it may pass before the session
ends in May. It would terminate the moratorium on
Freestanding
Emergency Departments and require the Hospital accrediting
agency to adopt guidelines for such departments by the end of
the year. At that time Lee Memorial could once again consider
the feasibility of a Freestanding Emergency Department in
Estero. Jim Nathan of Lee Memorial has been a great help in
keeping us up to date regarding this issue as has Karen Peterson
of the staff of the Florida Hospital Association.
Transportation Committee
At the March meeting of the MPO, the board agreed to accept
the $10 million to conduct the study regarding an interchange at
Coconut Road and I-75. The study must look at all possible
locations between the two existing interchanges; this is
required by the Interstate Justification Report (IJR)
specification of the Federal Highway Authority, the entity that
must ultimately approve such interchanges. The Mayor of Sanibel,
Mrs. Johnston added to the motion, seven conditions including an
environmental impact study performed by qualified environmental
researchers that must be included in the IJR.
Bonita Springs Connection
A letter was sent to the Bonita Springs City Council
suggesting working together on common issues. Jack Lienesch
spoke with two of the new members of the city council, but they
would like to wait for a month or two until they are comfortable
in their new positions before they deal with this issue in
depth. It was suggested that one of them attend our May ECCL
meeting. Jim Fraser is doing some research on the DRGR, and how
citizen groups can impact decisions on these environmentally
sensitive areas.
US 41 Corkscrew Road to San Carlos Park
FDOT held a public viewing of the plans for this area of
roadway. The slowdown right now is still the retention pond.
Also of concern is the loan the county intended to take out to
build the road themselves with the interest paid by developers
from this section of the road. The county felt they could build
the road cheaper, however, now the state wants to oversee the
project, as they do others, and this would slow progress and
therefore increase interest. It is time to get the ear of our
legislators to get FDOT to take some responsibility for moving
this project along. Arnie Rosenthal pointed out that road
construction costs are going up 1 ½ % a month, or 18% a year.

Kim Dailey reported that the site had 2,370 “hits” in March
and 90% of those viewing it are “book-marking” it for
themselves. The first use was August 2005 and there were 700-800
monthly users at that time. March was double what the use was in
February.
Estero High School Landscape Project
A fundraising event is planned for September 30. It will be a
concert given by the “Sprit of the Gulf” choral group at Estero
High School.
ECPP report
The committee is putting in place an awards program to
recognize developers in Estero. Two members of the ECPP and two
from the EDRC will form a committee to designate an award for
excellence in development. One award will be named the David
Graham Memorial Award for development. This will be only for
completed projects.
Neal Noethlich emphasized the development of the
Gulfshore
Playhouse which will be the beginning, defining element for the
arts in Estero. He also emphasized that we need to elevate to
the next level, our visions and designs for the community.
