Minutes of Public Meeting #93

Panel Members Present:
Panel Members Present: Neal Noethlich, Chairman; Greg Toth , Estero
Development Community, Jack Lienesch, Estero Civic Association; Recording
Secretary: Jim Ramsburg, ECCL, Treasurer: Beverly MacNellis, ECCL. Absent:
Lin Welch, Estero Chamber of Commerce; John Goodrich, Estero Council of
Community Leaders; Dan DeLisi, Estero Development Community.
Noethlich called the meeting to order at 6:03. He noted the sparse
attendance could be attributed to the change in meeting date and venue due to
the unavailability of Estero Community Park=s facilities during the week because
of the Veterans' Day holiday.
Public Participation:
Seven participants were present including 2 members of the general public.
Ramsburg reported that public notices of the meeting were published in the Fort
Myers News-Press, the Bonita Daily News and the Bonita Banner. Notices
were posted on the Internet in the Estero Development Report and on the Web
sites of the ECCL/ECPP/ECA/EDRC and Estero Fire Rescue. A paid advertising
notice of the meeting was placed in the Bonita Banner of November 10th.
Notices of the meeting were posted in the South Regional Library, Colonial Bank,
Estero Community Park and Realty World of Estero.
Treasurer's Report:
MacNellis reported an October 31st balance of $3,229.75 in the Community
Planning Panel account on deposit at Colonial Bank in Estero. Lienesch: Motion
to accept Noethlich: Second. Report accepted unanimously.
Secretary's Report:
Noethlich distributed minutes of the October meeting. Noethlich: Motion
to accept minutes. Toth: Second. Report accepted unanimously.
Developer Presentations:
Noethlich reported that a presentation planned for the meeting regarding a
combination residence and "production facility" proposed for a site on Coconut
Road adjacent to the west side of the Meadowbrook residential community had been
postponed. Meadowbrook resident Nick Van Amstel expressed concern about
the proposed rezoning of the property and how it might affect traffic and living
conditions along Coconut Road. Noethlich said that the proposal raises a
number of questions that should be resolved when the presentation is made to the
Estero community at a future Panel meeting.
Signage In The Estero Community:
Noethlich noted with displeasure the newly constructed billboard adjacent to
the north exit ramp of I-75 at Corkscrew Road, adding that Lee County zoning
provisions specific to Estero strictly prohibit such signage. He said he
will contact Lee County to learn if its interchange signage regulations
supercede local codes. He also recommended a community wide workshop in
which Estero residents will be encouraged to present pictures of signage which
they find objectionable to community character. He expressed hope that
with community and Panel input signage regulations can be more specifically
addressed in the next round of revisions to Estero regulations in Lee County
codes.
