Meeting MinutesESTERO DESIGN REVIEW COMMITTEEDecember 10, 2003 5:00 P.M. The Vines Country Club – The Perry Room Meeting Time: 5:20 P.M. Members in Attendance: Wayne Robinson, Cynthia Caterham, Ron Dillon, Gordon Lyons, Al O’Donnell, Bill Prysi, Dwight Oakley Members Absent: Diane Ferrando, Bob Flato Minutes by: Scott Wickett Meeting Minutes of November 12, 2003 Fee: Presentation by: Brian Smith, Baracco & Associates Comments/Suggestions: Increase density and size of plantings on Williams Road and north property line berms (minimum 14’ OA, 45-gallon oaks) Live Oaks cannot be too close to power lines; plant at north edge of 20’ buffer Use larger plant material than on adjoining Williams Road (Pelican Sound) berm (proposed berm is not as tall) Taller staggered Sabal Palms, and increase quantities in groups on north property line and Williams Road berms (to buffer 2-story buildings) Use double-row hedge of taller, 10-galllon (5’ height) material along Williams Road berm; possibly only use 10-gallon material for back row Embassy Suites HotelFee: Presentation by: Mike Sheely, Sheely Architects, Jackie Schuette, David Jones & Associates The EDRC made the following Comments/Suggestions: Larger plant material throughout project; minimum tree size requested 14’ overall, 45-gallon material (typical minimums throughout). Add palms in sewage easement on west side of property (these palms cannot count against county minimum requirements). It was further recommended that the easement be better designed to facilitate a more appropriate landscape application. Color rendering does not match with footprint on architectural plan (will be fixed for next month’s meeting presentation) Suggested continuous tile-roof segment along front façade to better articulate the structure. The mustard-yellow color of outside walls is horrible Requested ironwork over / around windows to better articulate a medeterranean theme. Verified that future restaurant will conform to building design Committee asked about pedestrian access; presenter responded that there would be little pedestrian activity outside of the building. Recommended better pedestrian circulation throughout parking areas. Need plants around lift station (presently unbuffered). Relocate easement to facilate appropriate landscaping in parking and throughout site. Committee recommends substitutes for Dahoon Holly in entryway (ex. Mahogany or black olive shady lady) Irrigation plan is insufficient There is not enough plant material in front of the building; Committee suggested taller (and perhaps better) trees in front, particularly in center island. Cabbage palms as formal treatments and at the base of a large building are not appropriate. Suggest better-quality palms, i.e. royals, foxtails, dates, etc. instead of sabals for entry and median Suggest wider islands along entry corridor and greater volume of plantings to compensate for huge parking lot Suggested more decorative pavers from main entry continuously through porte cochere; presently it’s just concrete everywhere. Suggest rounded windows on top floor all across front of building NOTE: The EDRC is not issuing a formal letter at this time due to numerous inconsistency and discrepancies within the project. Applicant has committed to re-presenting to the EDRC during their January 2004 meeting. Other Business Cynthia Caterham will be leaving the committee. Thank you Cynthia for your valued insights. Dwight Oakley, Architect, has volunteered to serve on the committee, and a recommendation to appoint him to the committee will be sent to the ECPP for their approval. A vote was held to recommend his appointment to the committee. Next EDRC Meeting Will be Held on Wednesday, January 14, 2003 at 5:00 P.M. at The Vines Country Club – The Perry Room
