Meeting called to order.
Approval of the minutes of the January 11th meeting were called for. A
motion to approve the minutes was made, seconded and carried unanimously.
Minutes were approved with no changes.
Presentation by: Tom Schneider, Simon Properties
Discussion:
Slide show of preliminary package of site amenities and lighting. Graphics
should be ready in approx. 30 days. Most signs will have the logo on them.
There will be one pylon sign, although they are allowed up to four by code.
This is based on linear feet. The Committee pointed out pylon signs are not
allowed in Estero, however, the pylons may have been approved as part of the
original DRI. Since the slide show was difficult to read, Mr. Schneider
promised to send hard copies to the Committee. He was not sure if the light
poles were to be black in color. Will also check whether the bottom edge of
the banners are pennant edged or squared. Pennant edges should be avoided as
pennants overall are not permitted. Discussion held regarding the light
fixtures being compliant with code to block light from spilling into
neighboring communities. Committee expressed a desire to see the photo
metrics. Committee indicated to Mr. Schneider that what they could see so
far on the buffer plantings along US 41 did not meet code. Mr. Schneider
stated this area had just started being planted. Agreed to check that buffer
would meet code. Building signage not yet completed. Simon controls the
tenant signage. Committee felt signs should be carefully monitored so that
they do not overtake the excellent architectural features and scale that
Simon Group achieved with the Big Box designs that are under construction.

Discussion:
Previously presented. There will be 5 users and this property is in the
Estero Overlay District. Will use the same palette as The Shops and
Lowes. The items
which have been changed per the previous Committee suggestions were the
building perimeter landscaping on Outlot #1. The user will be a drugstore.
Roof height is now varied with cornices and cross hatches. Outlot #2 had the
same comments and will be a sit down restaurant. OutLot #3 is to be a bank
and has under 5000 SF so a 30 degree pitched roof has been added as well as
a covered drive thru which is now 75’ back from Corkscrew Road. Outlot #4
will be a fast-food restaurant and is also under 5000 SF so a 30 degree
pitched roof has been added. Drive-thru will be covered. Outlot #5 will be a
sit down restaurant and has an outdoor seating area near the preserved tree
area. View corridors from Corkscrew will be planted with pines and palms
with lower plantings. Access between the Lowe's parcel and each outlot were
discussed. There are 5 pedestrian accessways. Lee County has reviewed the
accessways. Applicant agreed to add a partial sidewalk. Committee expressed
an opinion that the buildings on these 5 lots were not as high quality as
the Lowe's building. Applicant indicated the same quality and types of
materials were being used on the Outlots. The rendering for Lowe's shows
colors which are more vivid than those submitted for the out buildings
because Lowe's was a hand-rendered drawing which is different than the
computer-generated renderings for the others. The same color palette is
being used. Applicant agreed to expand the color palette. Committee felt, as
a group of buildings, they were bland and boring, too repetitious. The
buildings need to be diverse and have individual character. Applicant agreed
to re-look at adding changes to a couple of the Outlot buildings to provide
the diversity the Committee is looking for. Agreed to mail in the changes to
a couple of the Committee members for review, specifically, Jim Wallace, Joe
McHarris and Nancy Cohen. Applicant can file his development orders.

No Show – Although this was a no show, the minutes should reflect the
name of this project (Estero Town Center) must be changed.

Discussion:
Project will consist of 2 towers, ˝ mile north of Jasmine Bay. Have good
separation between buildings. Site is 9 ˝ acres with 60% being open space.
Similar landscaping palette as Jasmine Bay. 20 stories in height with 116
units per building, including 8 penthouses. Also have manager and guest
suites. Rear side of building has more landscaping. Attempting to create a
tranquil place. A CD with renderings was sent to each Committee member.
Garage will be 3-level with one level below grade. Will be using flood
resistant materials. No blasting will be required for this project. Aluminum
trim along top of building and aluminum windows – best to use due to salt
corrosion issues. Will be using 3 colors on the buildings – a green/gray, a
honeydew yellow and a white crown. Committee advised Applicant to be
cautious when choosing the shades of green. Has impact glass. Will have a
list of approved vendors so if a resident wishes to have shutters along
their lanai, shutters will be consistent with other residents’ shutters.
