Meeting called to order.
Approval of the minutes of the December 14th meeting were called for. A
motion to approve the minutes was made, seconded and carried unanimously.
Minutes were approved with no changes.
Presentation by: Ned Dewhirst, Oakbrook Properties, Inc.
Discussion:
Ned stated that he was making their quarterly presentation and update to the
EDRC. Ned stated that they expected to complete the portion of Sandy Lane
between Williams and Coconut Lane by April 2006 and the North end (between
Corkscrew and Williams) and the South end (between Coconut and Pelican Bay) in
the fall of 2006.
North Village – Infrastructure is complete
Rapallo – 100 units complete, 140 under construction
Firestation complete
Tract #1D – Community Bank
South Village – Lee Memorial on hold
Assisted Living, 200 Units

Discussion:
Builder proposes replacing chain link fence separating property from
The Vines community with a 6ft.
concrete wall. Some neighbors and the committee agreed that it should be an 8ft.
wall. Developer has added undulation to the front of the building and hip roof
towers above rear double doors. The owner wants to retain the standing seam
metal roof and presented two samples for color selection. The EDRC committee and
some neighboring residents feel the roof should be a Mediterranean style tile.
EDRC recommends the addition of tall palms (14 to 24ft.) at rear of building.
EDRC will not support a variance from the requirement for an 8ft. wall.

Discussion:
The revised plan shows added landscape screening of the tire store at the
northwest corner of property. The dumpster location has been moved to the rear
of the main building and a second dumpster has been added at the tire store.
More architectural detail and undulation has been added to the front of the main
building. We recommended that the sloped roof parapet be extended along the
entire south building elevation. Overall, the committee was pleased with the
improvements to the plans.

Landscaping details and building colors were recommended for
approval.

Discussion:
The plan of the CVS building should have been presented after the overall
development plan was submitted and approved. It was not possible to give a
complete response to the plan submitted. It was stated however that the plan as
submitted was not the high end design that this important location demands. The
architecture is too boxy, needs more articulation and more roof tile area. There
needs to be connectivity between buildings for pedestrian traffic. There will
also have to be heavier clustering of landscaping along Rt.41 and Coconut.
