Approval of the minutes of the June 8th meeting were called for. A motion to approve the minutes was made, seconded and carried unanimously. Minutes were approved with no changes. Applicant: Arizona PizzaFee: Not Paid Presentation by: Quattrone & Associates Discussion: This is a return project consisting of a restaurant of just under 4000 SF. Applicant addressed comments received from 1st presentation. Have added to the plans stamped, asphalt pavement in the turn-around area and have rounded out the corners in this area. Applicant stated they had revised the landscape plans to include min. of 45 gal., 14’ high, 3” caliper with 5-6’ spread trees; however, this still was not listed on the specs. Only the 9 parking lot trees complied. Applicant agreed to change all trees to these specs. Added scrub dwarf palmettos to the tops of the banks of the detention area. Added more plantings along the lot lines and Corkscrew Road; however, the lot lines need to be type A Buffer. Committee felt a diagrammatic plan was presented which does not meet County code or the Overlay intentions. 75% of the landscaping must be native. Applicant must show where the individual plants will be planted. Applicant agreed to revise the plan. Dumpster enclosure must be planted. This is a pending LDC change. Added a tiled pitched roof. North elevation changed to reflect the front façade. Added more Mediterranean details. Removed glass block and added stone next to entrance. North elevation same as the front except no stone. North elevation shows decorative shutter features which hide outdoor coolers and storage. This project is west of Tires Choice. The awning over the coolers is to be a metal pan roof. Committee needs more information on this roof such as the name and whether it is a standing seam metal roof. There is a metal bestos chimney used for the wood oven. Committee recommends this be enclosed. Committee questioned the railing/wall on the south elevation. The railing is in front of the outdoor dining (446’SF with 3 large tables). The committee felt Applicant should use one or the other – railing or wall. Applicant stated he used a railing as he needed a gate for fire emergency purposes. Applicant agreed to look at this situation. Applicant mentioned he intended to put rain curtains up in the outdoor dining area. Committee stressed no plastic type curtains that blow in the rain/wind. Applicant stated he was also investigating a roll-down type which fits into a track. Committee liked that idea better. Comments/Suggestions: Applicant agreed to change all trees to these specs. Coconut PointFee: Not Paid Presentation by: Tom Schneider of Simon Property Group Discussion: This is a 166 acre parcel at Coconut Road and US 41. Applicant stated he had received comments from Jim Wallace and would read his response. A copy of both letters is attached to these minutes. A 5 minute video prepared for the International Shopping Center Convention was shown. A few details have been changed since the video was prepared. There will be a fountain in the arrival court. The dome was changed to a tiled tower. Some changes were necessary due to tenant needs. A sense of variety was stressed using many Mediterranean features. There will be 3 areas – community center, lake front shops and a town center main street. A disk with the drawings was provided to Joe McHarris who agreed to make copies for the rest of the committee. There will be a residential area combining residential over retail. There are no long linear views. There will also be office over retail. Simon will be maintaining the buildings and property as these as leased spaces. Many of the one-story buildings have added height giving an appearance of 2-3 story buildings. Applicant used many towers as strong corner elements. Dillards has signed on. Muvico, a theatre complex, has signed on. One other large anchor is under discussions now. The banding and cornices which are higher are foam extrusion. The low banding would be precast stucco and stone. No real backs to most of the buildings due to the design. Kosene and Kosene and Wakefield Beasley discussed the residential portion of the project. Kosene is an urban developer. There will be parking under the buildings. Seven buildings – 289 units. Will use the same barrel tile roofs as the shopping center. Will use the same color schemes. 16 different floor plans varying from 1000-2400SF under air. Units will have private balconies. There will be a clubhouse, pool, spa and gym area. Grillwork and fencework as well as landscaping will hide the garage areas. They are at the 45’ height now. Difficult to add towers. However, parapets might be possible. Agreed to look at parapets. Applicant hiding mechanical equipment on the roof. Windows will be impact resistant. Three bridges will cross over to the other residential/retail buildings. These will be structurally engineered. A question arose as to what people from the
Brooks could see. Applicant stated site line studies were done and the Brooks could not see this project. Heat and air conditioning will not have any thru the wall grills. Condensers will be on the roof. Units will go for $300,000-$600,000. Applicant working a deal with the Sheriff and feel they will have a substation. Signage under design but will meet County and Overlay codes. The Community Center portion is due to open in March 2006 with the remainder opening Fall 2006. Hole Montes is doing the landscape plans. Lighting will be brought back to the Committee. Muvico will consist of 16 screens and 3500 seats. This has been reduced from 20 screens. Downsized due to construction costs. The front sides of the building are partially hidden by the shopping center buildings. There is a 10’ area between the front of the theatre building and the rear of the shopping center buildings. Applicant stated this area would be a secure area and was being used as a theatre exit area only. Simon is providing security for the project. The committee stressed the architecture was different than the rest of the shopping center. The theatre needs to have better landscaping in the rear of the building. Muvico representative agreed to return with a different architectural and landscaping plan. Comments/Suggestions: Agreed to look at using parapets. Agreed to return with landscaping plans including street, building and building perimeter. Agreed to return with signage plans and lighting plans. Muvico should return with an architectural plan more in line with the rest of the shopping center. It should be coordinated with the overall Simon design and approved by the developer prior to resubmission. A landscape plan must also be included. EDRC supports this project with the changes which were incorporated. However, the Muvico portion does not have our support. Meeting adjourned.
