(Adjourned 7:15:PM) Committee Members Present: Wayne Robinson, Bob Flato, Diane Ferrando, Bill Prysi, Al O’Donnell, Gordon Lyons, Ron Dillon Committee Members Absent: Cynthia Caterham Minutes Taken by: Scott Wickett Meeting Minutes of September 10, 2003Fee: Fee Has Been Paid Presentation by: Greg Jeppesen PE, Jeppesen Engineering, Christian Andrea RLA (ALD) and Robert D’Angelo, McGarvey Development Comments/Suggestions: Preservation of existing oaks and Sabal palms. Plan does not delineate the existing Sabal Palms to be preserved/relocated per the approved zoning resolution. Plan does not illustrate adequate preservation of the western most oak tree preserved as conditioned in the zoning resolution. Allow for greater pedestrian access into and throughout site. The building meets the intent of the Estero Overlay (location), however, does not provide any pedestrian access to or from Corkscrew Boulevard or an adequate system of linkages to the buildings within the site. Pedestrian linkages must be made to each building and needs to be done across closed drainage areas where the walkways cross detention areas. Use larger-than-code-minimum trees along access drive (code trees in rears and buffers OK); minimum 45-gallon trees suggested Naturalistic “clumps” on front berm (rather than straight row of trees). Landscape design should enhance the preservation of the existing Oaks. Soldier coursing of trees along front buffer does not enhance site-planning efforts. Concern for the mass of the entry sign was discussed. No conclusions where made. Satfield, CPH Engineers, Teresa Murphy, BRR Comments/Suggestions: Committee suggested that Live Oaks be used over Laurel Oaks to reflect a more adequate buffer to adjacent uses. The use of Laurel Oaks around retention ponds is OK. Verify Southwest Florida seed source for Laurel Oaks. Plan states code minimum trees: this does not meet the intent articulated by the Applicant nor the renderings presented. The Committee found the Applicant’s landscape plan to be unacceptable as presented. Larger oaks (minimum 45-gallon trees suggested) for north and east berms. Plan does not meet county minimum Building Perimeter Landscaping specifications (not even close) and was not acceptable to the Committee as presented. Additional Sabal Palms on north and south sides of buildings; staggered heights, greater density of Sabals was suggested by the Committee to better buffer the impact of the building to the adjacent
Vines Community. Increase density of Oaks along north berm (both sides of wall) to achieve the intent articulated by the Applicant and shown on the rendering. The Committee does not support the use of Magnolias in the parking lot. Suggest Shady Lady Black Olive, Mahogany and/or Live Oaks. More variety of shrub plant materials (only 6 shrub types on plan). The Committee requested that the Applicant provide Sidewalks in all medians of the parking lot leading to the building. One bay of parking could be eliminated by providing a five foot wide walkway between each parking median leading to the building while still providing more than the County required parking. The Committee’s opinion is that this is necessary to achieve the necessary pedestrian linkages defined by the Estero Overlay. The Committee strongly felt that the importance of public safety through the use of adequate pedestrian circulation far outweighs the need for parking that exceeds county standards. More adequate use of pedestrian linkages within the site is necessary. Ash / trash receptacles in medians close to pedestrian walkways requested. Fountains in rear and north-side lake(s) for noise cancellation requested. The Committee was pleased with and supported the revised architecture, especially 8’ wide covered walk along length of building. Public asked about trucks, noise, etc. Applicant is taking efforts to better abate sound. Public input requested taller walls around truck bays. The Applicant will look into building the truck-bay walls two feet higher than specified.
